What it usually is
On electric heaters it is often a tripped breaker or a failed heating element. On gas it is often the pilot, thermocouple or gas valve. If the tank is old or leaking, replacement is the fix.

Check that the breaker has not tripped or the pilot is lit, and look for water around the base of the tank.
